dc.description.abstractTownsville City Council (TCC), one of the largest local government authorities in Northern Queensland, Australia, is responsible for managing and maintaining one of the largest roads network in Australia. It has been three (3) years since Pavement Management Services (PMS) has been appointed to conduct road condition surveys using ARAN Technology (contract started in 2018). The road condition survey has provided TCC with a snapshot (including heat maps) of the evolving state of its road assets each year since implementation. TCC has further utilised this condition data to understand the remaining life of the assets and deriving the depreciation values that reflect the reality than theoretical useful lives of the road asset. TCC is also using PARMMS-Horizons Road Manager powered by Yotta to view and analyse this condition data. PARMMS-Horizons is integrated into the PMS technology suite, following the consultancy’s partnership agreement with Yotta in UK. PARMMS-Horizons is a versatile asset management software solution that allow TCC to carry out enhanced pavement modelling; put strategic works programmes in place that take into account optimising budgets, and ultimately ensure better allocation of available funds to ongoing road capital and operational plans. TCC has been using PARMMS-Horizons for the last three (3) years to develop a detailed future works programme, including in-depth capital and operational (corrective and preventative maintenance) plans. The goal is to meet prescribed levels of service around road quality while maintaining tight control of spending of council rates. This paper summarises the implementation of PARMMS-Horizons Platform into TCC Asset Management Systems for the last three (3) years, and how this tool assists the Council in making informed decision for managing their network.en_US
