dc.description.abstractThe Tully Grandstand is a multi-purpose community asset that provides the Cassowary Coast region opportunity to host major events and also provide a multi-use space for a number of community groups. To replace the condemned 1920’s grandstand Council led a consultation process with 19 user groups to develop the project concept for a replacement facility that would serve the community for the next 100 years. By adopting a functional design approach, developing a set of project principles and utilising an architect early in the concept development the project was able to utilise an engineer lead detailed design approach as an alternative to the traditional architect lead design approach. This allowed the design to progress with greater technical oversight and collaboration between disciplines. The adoption of design principles also enable the consultants design and construction manager to make design and construction decisions in a more timely way without constantly asking the principles project manager. The process of design, obtaining quantity surveyors estimates, procurement and delivery varied from councils previous approach to major projects which had been architect led. The change in approach determined significant project savings and produced a high quality, fit for purpose and value for money outcome. The community feedback regarding the project has been extremely positive and the project management approach is now considered by Council as being superior and preferred for new major projects.en_US
