Abstract: | Central Highlands Regional Council had promised the Blackwater community that they would never be without a community pool. In a town hit hard by the mining downturn, changing job markets, decreasing housing prices and recent floods, residents and businesses alike were looking forward to long awaited renovations to the aged, existing 40-year old facility. Works were confirmed, and funding secured, however the discovery of 270 “voids”, or effectively, an unregistered cemetery, halted any further developments and threatened to derail the much-needed community facility. |
