Abstract: The Boundary Road Extension Project will provide for a new four lane, two-way road along a vacant road reserve surrounded by residential development. The new transport connection has been planned since the 1980s with the majority of the road reserve dedicated in the 1990s. With Hervey Bay’s population forecast to reach 150,000 within the next 20 years, the Project will create an improved east-west transport connection which will cater for growth, limit traffic congestion and take pressure off Boat Harbour Drive, Hervey Bay’s primary east-west link. The approximately $25m Project includes the signalisation of two intersections, dedicated off road cycle facilities and over 1,000 precast concrete drainage components. The presentation will explore the significant technical challenges associated with constructing a project of this nature including land tenure complications, cultural heritage sensitivities, stormwater drainage design and the optimisation of underground drainage networks as well as the significant communication and stakeholder management challenges including managing stakeholders with competing interests and lobby group action against the Project. The Project is planned to be released for tenders in April 2021.</description>

Abstract: Recent initiatives by the State government to promote more walkable communities will have a significant impact on how local government and public utility assets will need to be managed in the future. The State government has recently enacted regulations requiring significantly more street tree planting and footpaths than has been provided in the past. It also represents a paradigm shift in the way all new subdivisions must be designed. It has also produced a Model Code for Neighbourhood Design which will set the framework for future planning schemes. In parallel with these initiatives, the IPWEAQ, with the support of the State government, had embarked on a project to produce a new Street Design Manual that contemporizes its previous manuals, Queensland Streets and Complete Streets. The information in this manual is consistent with the regulations and model code provisions and provides more detailed guidance on subdivision and street design for residential neighbourhoods. The IPWEAQ is now offering training courses for the Street Design Manual focusing on the change in approach to neighbourhood design. The intended outcomes of these initiatives will not be achieved if the detailed design and construction practices fall short of the design intent. This applies to both local government assets and the assets of all utility service authorities. There will be significantly more of these street assets for local governments to maintain and therefore there are future financial and risk implications if the detailed design and construction practices are inadequate. In addition, there is a need for a change in the approach of all utility service authorities in the use of service corridors and their installation standards. Greater coordination is needed between service authorities and with local government, as well as a need for developers to exercise greater control over utility service installations. The author demonstrates that many of the current construction practices are inadequate. The paper covers the range of issues that local governments, the development industry and utility service authorities need to address. Local government asset managers and development assessors therefore need to take a lead role in ensuring the design intent is achieved by ensuring durable low-maintenance assets are installed complying with the design intent. It proposes a means by which local governments might coordinate with one another, as well as with developers and utility service authorities to address the emerging issues. The IPWEAQ can play an important role in assisting to achieve this end, but it requires champions from local government to drive the needed changes</description>

Abstract: The Queensland Walking Strategy, published in 2019, aims to make walking an ‘easy choice for everyone, everyday’. Achieving this will present opportunities and challenges, and require a multi-facetted approach. Consideration of wayfinding is essential. It is known that wayfinding can support more people to walk more often. But what walkers need from wayfinding is very different to what other road users need. Developing effective wayfinding for walkers should recognise the unique needs and characteristics of people walking. Walkers travel at slower speeds, across shorter distances, and navigate using time rather than distance, to name but a few differences. Recognising that there is no existing guidance in Queensland which comprehensively addresses the specific wayfinding needs of people who walk, the Department of Transport and Main Roads engaged Mott MacDonald to develop ‘Wayfinding and signage for people walking’. Now available for download on TMR’s website, the Guideline is applicable for the whole of Queensland and responds to local needs and situations, reflecting the diversity of the state. The Guideline is designed to illustrate a practical, step by step process for state agencies, local government, consultants and other providers of traffic management and road design expertise. It takes the user through the planning, design and development of wayfinding for walkers. It focuses on the outcomes sought from implementing wayfinding and how to respond to the unique characteristics of an area. It includes a case study example to illustrate the process and explain how individual context is reflected. Kate Mackay from Mott MacDonald and Michael Langdon from TMR will present on this new Guideline. They will explain the principles for effective wayfinding for walkers, illustrating how the needs of walkers are different to other road users and why specific wayfinding is needed for them. They will outline the process for developing wayfinding for walkers, using a case study example.</description>
