Title: How Best Practice Management of Unsealed Roads keeps the Mackay region connected with a safe and accessible rural road network

Abstract: Over the last 10 years Mackay Regional Council has been actively improving its maintenance management systems for the delivery of unsealed road surface condition and gravel pavement services across its unsealed road network. The Mackay region has 915km of unsealed roads that provide the safe and efficient transport of people, goods and services for both residents and a diverse range of industries including, agriculture, mining and tourism. Council is committed to enhancing the quality of life for its local communities by improving service levels and a consistent approach to maintaining the network in the most cost effective way. While the ultimate goal would be to have all roads sealed this is not financially sustainable, so Council has invested significant effort to review, analyse and change its procedures and processes to deliver a consistent and value for money outcome for unsealed roads users. Council has managed its unsealed road network using Shepherd Services’ Unsealed Road Maintenance Management System since 2008. The system was introduced to provide a consistent approach to managing the maintenance requests and expectations of the unsealed road users, in terms of the maintenance standards provided. It involves regular inspections of the unsealed road assets to assess and quantify the surface condition and the scheduling of maintenance to be undertaken when the surface condition meets or exceeds the assigned condition intervention level. As a result of successfully implementing a condition based service level intervention process and improved operational techniques Council’s annual road deterioration has reduced by over 30%. Another key improvement has been the development of a gravel replenishment program that determines gravel coverage by considering needs based on road hierarchy. The result of this new approach sees Council now successfully maintain an average gravel coverage of 91% with an average depth in excess of 125mm across its entire gravel road network. Communication and engagement of key stakeholders has been a key to the success of Mackey Regional Council’s Unsealed Roads Maintenance Management System. In particular, Councillors’ have remained committed to the improvements journey through regular management briefings and site inspections. Testament to their understanding and commitment to the system is the $2.5M or 50% increase in annual gravel resheet budget over the last 3 years. This paper will explore the journey Mackay Regional Council has taken to refine its delivery service model using Shepherd’s Unsealed Road Maintenance Management System, including the challenges of limited budgets, key learnings and innovative techniques developed that have contributed to their ongoing success.
