dc.description.abstractThe Mareeba Wastewater Treatment Plant (WWTP) services the township of Mareeba, located approximately 60km north-west of Cairns. Mareeba Shire Council recently completed a $16 million upgrade to the Mareeba Wastewater Treatment Plant. The project was funded by the Australian Government in association with the Queensland Government and Mareeba Shire Council. The existing Mareeba WWTP, constructed in 1967, operated on a trickle filter system which was hydraulically overloaded. The WWTP was designed primarily to reduce biological oxygen demand, suspended solids and faecal coliforms with no capability to reduce nitrogen or phosphorus before the treated effluent was released. The existing WWTP had failed to meet environmental licence conditions since the 1990s and was the subject of a workplace safety improvement notice which could not be remedied without significant upgrade to the facility. Council did not have the capacity to fund a new treatment plant or meet the conditions of its environmental licence, particularly following de-amalgamation from Tablelands Regional Council in 2014. While ensuring financial sustainability was Mareeba Shire Council's primary objective following de-amalgamation, the new Council and the community strongly supported the upgrade of the existing WWTP. Mareeba Shire Council entered into a Transitional Environmental Program (TEP) in 2014 to achieve its objective of improving the wastewater treatment process performance. Council also negotiated an amendment to the licence to deliver the best refurbishment outcome that minimised environmental harm and remained cost effective. Downer Utilities Australia Pty Ltd was awarded the contract for the design and construction of the Mareeba Wastewater Treatment Plant in late 2015. Construction commenced in May 2016, and the new plant commenced operation in July 2017. The new Mareeba WWTP is a dual basin Sequence Batch Reactor (SBR) system designed to treat up to 3.8ML/day dry weather flow and up to 10.6ML/day peak wet weather flow. The system is an activated sludge process providing biological nutrient removal. The effluent from the SBR flows to a polishing clarifier (re-used from the existing WWTP) and a chlorine contact tank before being discharged. A clari-digester tank from the existing WWTP was also refurbished and repurposed as a leachate balance tank to manage inflows of leachate from Council's landfill into the new WWTP. The upgraded Mareeba Wastewater Treatment Plant will provide for the current population and into the future whilst providing significant environmental benefits for the receiving waters of Two Mile Creek. The new WWTP will have a capacity of 12,500 equivalent persons (EP) which will and allows for future expansion to increase the plant’s capacity to 16,500 EP. The Mareeba Wastewater Treatment Plant Upgrade project exemplifies Mareeba Shire Council's commitment to supporting the community, ensuring environmental sustainability and growing the local economy through good governance and leadership. The project owes its success to widespread support from all levels of government, industry and the community, and through the dedication of Council staff to deliver this vital infrastructure in the sustainable manner.en_US
