Abstract: Cairns Regional Council manages an area of approximately 1700sqkm including a road network of 1300km. Council’s total asset base is $4.98B in which Transport assets make up 30% valued at $1.54B. In accordance with local government accounting standards Councils are required to undertake a comprehensive revaluation of its assets on a 5 year cycle. For Transport Assets, this process has traditionally been contracted to an external consultant. However for the first time in 2014/15 Cairns Regional Council undertook the majority of this assessment in-house. This was an extremely rewarding and successful experience for the organisation. The key focus of the paper is on the immeasurable benefits that resulted from this undertaking. This paper provides a brief background on the asset revaluation process including the in-house methodology adopted by Council to condition assess its Transport assets. The assets include road pavement, wearing course, kerb & channel, footpaths, traffic islands, medians, roundabouts, LATM’s and guardrails. The organisational benefits that resulted from the in-house process were far beyond merely the completion of the exercise to the required standard. Staff responsible for the various stages of the asset lifecycle had involvement in the process and the ownership and commitment shown by these staff played a fundamental part to the success of the venture. The motivation of staff and understanding of their importance in the asset management task has resulted in many positive improvements in this area which has seen Cairns Regional Council become a strong leader in the management of its Transport Assets.
