Abstract: LNG first hit Gladstone papers in 2007 with reports of the industry giants investigating options to construct a number of LNG plants in the Gladstone Harbour. At this time we were still asking what does LNG stand for and what does that mean for us. As investigations quickly turned into approvals and then into contracts, the impact of these plants also evolved rapidly during the period of 2010 and 2011. Almost overnight it seemed like Gladstone was in the middle of one of its largest industrial booms. This paper explores and reflects on the incredible effort of Council’s development and operational works teams. Highlighting a number of very interesting statistics, opportunities, difficulties and sheer amazement for the amount of housing and infrastructure that was delivered in such a short amount of time. It also explores the aftermath of the boom. Specifically the paper will highlight: • What industry projects were built • Population Growth - resident and non-resident • Housing Challenges - workers camps, subdivisions and units • Infrastructure Provision - opportunities and constraints • Number of DA and OPW approved and built • Infrastructure Charges and implications of state capping • Trunk Infrastructure Projects brought forward • Insight into the operation of Council's assessment teams during the boom • Challenges for the Community, Council and developers now that the boom is over. The boom was one of significant benefit for the Gladstone Region Community, short and long term, however with this also comes many challenges. This paper no doubt will have some jaw dropping moments but also some very valuable learnings on dealing with what were very hectic times.
